LIFE FOR ALL ACTION PLAN -UGANDA(LAAP) This is a summarized five -years Strategic Plan for our Organization- Life for All Action Plan-Uganda (LAAP) Introduction: Life for All Action Plan -Uganda (LAAP) is a voluntary indigenous community based organization (CBO) founded in January 2005 in response to increasing recognition that the needs of children, rates of orphans, widows and widowers as a result of HIV/AIDS have largely been neglected and effects in Kawempe division and Kampala district in general are extensively being felt. This has in effect increased rates of poverty, poor health and deteriorated general well-being of the youth and women and has increased children's vulnerability. To address this need, LAAP brought together experienced professionals and social scientists committed to finding ways to improve the quality of clinical and non-clinical care for children, adolescents, the youth in general, women and the entir3 community in Kawempe Division, in Uganda. The organization through health care services, sensitization welfare and education shall promote opportunities that empower the beneficiaries and other stake holders to identify the avenues for alleviation of poverty, reduction of poor health among the community that will nurture systematic, socio-economic change and that will maintain improved health by accessing good health skills including life styles and life skills, entrepreneurship skills for economic production and development; to help propel and attain full potential through self-help and self-reliance activities. At a more general level, LAAP is an apolitical, nonprofit-making organization, which endeavors to steer the youth and women among the communities of Uganda, and especially of Kawempe Division towards joining hands in pursuit to influencing their own development. To LAAP, age is not an issue, the ultimate goal is to develop the poor by eliminating vulnerability among the orphans, the girl-child, young women especially single mothers, and the youth in general to develop Kawempe division in particular and Uganda in general. LAAP sees development in two ways. First of all, it sees development of the Division in terms of infrastructure development. Secondly, but still related to the first, LAAP would like to see its efforts leading to significant improvement of the socio-economic situation of the youth and women and to liberate the orphans and other vulnerable children (OVC) who are entangled with many problems that have been forced on them by HIV/AIDS scourge, poverty and to some certain extent by civil strife which of recent caused havoc to some parts of our country. LAAP also fosters a spirit of togetherness/teamwork/network with experiences which are essential for partnership, and which also strengthen, promote and advance internal and external cooperation and collaboration among partners for programs that enhance development, growth and advancement of all program beneficiaries and that benefit all program actors of any particular partnership that has been created for a particular noble cause. With such cooperation as above, LAAP will fight on to prevent multiplication and further transmission of HIV/AIDS among the youth and the community in general and also to prevent mother -to-child (PMTCT) of HIV. This is to be achieved through encouragement and involvement of the youth/women/community in self-help activities. LAAP will also help educate the youth and women of their leadership opportunities that they are deprived of by traditions, cultures and norms and will cultivate leadership skills and create leadership opportunities through training empowerment within the youth and women. Socio-Economic status of Kawempe: Kawempe Division is one of the five divisions that make up Kampala District in Uganda. Although there are no major established industries in Kawempe, the division has several and continues to see a growth in number of small-scale factories managed by local entrepreneurs. The factories depend on local Ugandan craftsmanship and artisan skills in terms of technology and applications of the machinery and innovations. such innovations have taken place in coffee processing, leather tanning, furniture and wood works, iron/steel fabrications, market vending and shop display, etc.. Located and stretching from Wandegeya 1km from the main city center, to Kagoma at where the Division borders with Wakiso District 10km north of Kampala City. It provides a lucrative trade opportunity for traders who ply between the division and Kampala City to buy and resell merchandise. Therefore, Kawempe is bustling with trade in milk, fruits, foodstuffs, live animals on one hand, and various household and office and constriction materials on the other hand. Health Problem: Most families affected by HIV/AIDS in Kawempe Division like in other districts in Uganda, have lost household head, who initially were the sole breadwinner. As parents get sick, man-hours of work are reduced and the little resources previously saved in whatever form are required for care. Other family members are as well infected and therefore less able to work to generate some income. Due to the continued loss of income generating capacity, the families are more vulnerable to the overall social and economic effects of HIV/AIDS. The families face adverse effects of malnutrition, loss of health care, increased exposure to various diseases like malaria, tuberculosis, and other STD and related opportunistic infections, slowed development, premature death and sometimes the risk of suicide. Economic Problems: Though it seems more ideal to get a loan to offset critical needs, care and treatment inclusive, the social and economic demands outweigh possibilities to repay such loans. A conflict often arises with immediate priority of keeping the family member(s) alive. LAAP identified that the families face the following situations which must be addressed if any improvement in the people's lives is to be realized: > Increased expenses in care > Loss of inheritance rights that sometimes come with loss of economic benefits in particular to widows and orphans > Loss of family income >Lack of food >Forced migration as most children now leave with third family and increased demand for children to work; with a large number of children's influx to towns- an unfortunate situation- turning the majority of them into street children. The Burden of Women and Girls: Traditionally, keeping families going is generally weighted on women and girls. This gives extra burden to the already society biased norms on women as being care givers and those that provide physical labor to meet the family's daily food, shelter, clothing and basic hygiene needs. The situation is critical when women themselves are experiencing physical and emotional fatigue. Women are therefore more affected when the family head dies. The death often results to family disintegration. It is therefore the role of the society to take on extra burden of extended families and yet the resources to coup up with the new trend are not available. In most cases, the older siblings are forced to maintain the family members. In search for help, the girls either end up practicing prostitution or end up in early marriages. This is responsible for high rates of teenage pregnancies, abortions and sometimes death. Psychosocial Problems: LAAP is working to help the youth and children overcome psychosocial problems notably: stress, fear, grief, sadness, loss of stability, and loss of security, loss of love and care and loss of self-esteem among others; especially when they have lost one or both of their parents. Founder Members/Board of Directors of LAAP: The organization's founder members are themselves experienced professional health workers with diverse professions in health matters including serving in hospitals, clinics, and other medical training institutions, and business matters. The eight (8) members include an HIV/AIDS Counselor/Health worker, a Physician, a Pharmacist/Lecturer, an Enrolled Nurse, a Clinical Officer, a Dental surgeon, a Laboratory Technician and a Health Worker/Business Consultant. They form the current LAAP Board of Directors. They are seeking for opportunities to contribute to bridge the gap and to fill the vacuum created by the high demand for health, social and economic services to poor and vulnerable members of the community of Kawempe that daily become more apparent. LAAP,through this strategic Plan, will to a certain extent, efficiently address and endeavor to meet the needs of its beneficiaries and other community members of Kawempe Division, once it is fully implemented. The organization has for the above reason, developed its realistic vision, mission, main goals and objectives; and it is its priority to implement and manage the initiative as follows: Vision: "To see a country free of disease, poverty and ignorance in which every person regardless of age, religion, gender, political beliefs, culture or tribe can enjoy his her right of life of dignity." Mission: To work with poor communities including the youth, women, men, the people with disabilities (PWD), other special interest groups and development actors, to eradicate absolute poverty, ignorance and disease especially HIV/AIDS, Malaria, Tuberculosis (IB), and the children's killer diseases
