Ibe is Senior Programme Manager, Constitutional Rights Project (CRP), Abuja, Nigeria. He was Programme Officer and Legal/Programme Officer at Network of University Legal Aid Institutions (NULAI Nigeria) and Human Rights Law Service (HURILAWS) respectively. He holds the LL.B and LL.M degrees of the Lagos State University, Nigeria and Maastricht University, The Netherlands respectively. He is admitted to practise as Solicitor and Advocate of the Supreme Court of Nigeria. He is co-author of "Travesty of Justice:An Advocacy Manual against the Holding Charge" (Lagos:HURILAWS, 2004); Editor, "Enforcing Economic, Social and Cultural Rights in Nigeria: Rhetoric or Reality?" (Lagos: HURILAWS, 2005); Co-author/researcher, "Budget Analysis II: Test of Progressive Realization of Millennium Development Goals" (Lagos: HURILAWS, 2007) and author of scores of published articles. He is affiliated to the Coalition for an effective African Court on Human and Peoples' Rights and enjoys the membership of the Nigerian Bar Association; Nigerian Society of International Law and the Committee for the Promotion of Legal Scholarship.
