Ibe is Associate Legal Officer on the Africa Programme at the Open Society Justice Initiative. He has held senior legal/programme positions at the Constitutional Rights Project (CRP), Network of University Legal Aid Institutions (NULAI Nigeria) and Human Rights Law Service (HURILAWS). He received a Master of Laws (LL.M) degree in European, Comparative and International Law, specializing in Globalization and Human Rights, from Maastricht University, The Netherlands and a Bachelor of Laws (LL.B) from Lagos State University, Nigeria. He is widely published in diverse subjects of Economic, Social and Cultural Rights, Criminal Justice Reforms and African Human Rights Institutions. His first book, Travesty of Justice: An Advocacy Manual against the Holding Charge (Lagos: HURILAWS, 2004), is a veritable resource for the enforcement of the right to personal liberty in Nigeria. In 2009, he contributed two chapters to a forthcoming publication on Africa’s human rights institutions under the auspices of Nigerian Bar Association.
