Mr. Perras has a Master’s degree in Management from McGill University, Montreal; a Bachelor’s degree in Social Science with double concentration in Politics and Economics from the University of Ottawa and a Diploma in Social Development from the Coady International Institute of Antigonish, Nova Scotia. From 1986 to 1988, Mr. Perras was Assistant Director and Interim Director for YMCA (Young Men’s Club of America) in Ecuador. He established and implemented a project aimed at providing technical training in several trades. He also developed and implemented a self-employment project outside the centre, in low income areas. He administered an annual budget of CDN $250,000 and was responsible for relations with project sponsors abroad. From 1988 to 1990, he was the Team Leader of a project aimed at helping alpaca breeders in the High Andes of Peru for CECI (Centre d’Études et de Coopération Internationale). As Team Leader, he co-ordinated the work of project officers, volunteers and Peruvian personnel (18 employees). He administered a CDN $700,000 yearly budget and insured liaison between CECI (Centre d’Études et de Coopération Internationale) and regional institutions. He was also responsible for training and supporting the local people in finance and marketing. In 1990, he joined CECI (Centre d’Études et de Coopération Internationale) Head Office in Montreal as Fund Raising Co-ordinator and Project Officer. He established the first fund raising department and elaborated the strategy and plan of its first campaign in Canada. During the first two campaigns, the department raised CDN$500,000. As Project Officer, he developed a substantial expertise in planning, managing and evaluating projects related to rural development in Guinea Bissau, Senegal and Guinea-Conakry. In 1993, he became the Regional Director for CECI (Centre d’Études et de Coopération Internationale) in Asia, responsible for Nepal, India, Vietnam, Cambodia, Malaysia, and relations with CECI’s partners in Japan, Australia and Singapore. Mr. Perras administered an annual budget of CDN $4,000,000 to CDN $6,000,000. He insured the link between CECI (Centre d’Études et de Coopération Internationale) and officials in these countries. He was responsible for programmes in these countries such as the Volunteer Cooperation Programme (20 volunteers) and bilateral projects (6). In 2000, Mr. Perras became the Deputy Executive Director of CECI (Centre d’Études et de Coopération Internationale). He administrated an annual budget of CDN $26,000,000 and oversaw the work of more than 500 employees and volunteers. He was responsible for co-ordination of overseas programmes and regional offices. In 2003, Mr. Perras became Director of UNITERRA, CECI-WUSC Volunteer Cooperation Programme, a five year CDN $75 million programme working in Canada and 13 countries of Asia, Africa and the Americas. UNITERRA’s global objective was to contribute to the Millennium Development Goals and improve the living condition of more than 500,000 people through volunteer cooperation and the creation of international networks. In 2006, Mr. Perras joined Alcan Bauxite and Alumina (B&A) in Montreal as Director International Affairs where he is driving the development and implementation of B&A’s strategy for sustainability development. His particular focus is on the social dimension and ensuring harmonious relationships with the local governments and communities in B&A’s 18 countries of operation.
