Chariya was born in Kandal province, Cambodia. After finishing high school in 2000, he came to Phnom Penh to pursue his bachelor degree in business administration. During his university, he had volunteered with many local NGOs, and he had initiated "Youth for Youth Forum", and "Youth Empowerement for Leadership Program".
He was selected as a delegate for the World Youth Congress in Scotland 2005, and the World Assembly and Youth Assembly in Scotland 2007.
He was a vice-president of Cambodian Students Association in Japan (CSAJ) in 2008, and the president of CSAJ in 2009. He is the founder of Help Our Community Project which is one of a educational charity project of CSAJ. Currently, he is doing his master degree in International Studies, and he is writing about sustainable rural community development in Cambodia.
