He was the Pioneer President of the Nigeria Society of International Law, Enugu Branch. Through the Society, he inspired a lot of youths to be concerned and involved in global issues and propagated the study of International Law and Relations amongst many young people. These were achieved through seminars, trips, publications and competitions. He was a student activist during his university days and was elected as the Pioneer Chief Judge of the Students Union Government (SUG) in 1999. He represented the university in several forums and won many prizes including the Gold Award for the Nigerian Law Students Association (NILSA) Debate and Moot Court Competition in 1998. Hilary has served as a Leagl Officer and Program Associate with the Human Rights Law Service (HURILAWS), a human rights and developmental NGO in Nigeria where he had a broad multi sectoral experience in the field of human rights, justice sector reforms, budget reforms, governance, environmental and developmental issues. He has written extensively in the above fields. His articles can be viewed at HURILAWS’ website - www.hurilaws.org. He has co – authored two books, Manual on Election Petitions in Nigeria and Local Governance and Development in Nigeria. He is a strong believer in the strength of the youths as catalysts to development. He is an ardent supporter of the calls for debt reliefs in Africa. Hilary is a member of various local and international organisations including the Nigerian Bar Assocuiation and the International Association for the study of Common Property (IASCP). He was a delegate to the 2002 World Summit for Sustainable Development in South Africa. Hilary joined ActionAid International Nigeria in 2004 and has been pioneering capacity building efforts for civil society participation in Governance through budget monitoring and advocacy. Hilary has authored books on law, governance and development. He is currently enroled for a Master Program in Human Rights and Democratisation in Africa with Centre for Human Rights, University of Pretoria in South Africa.
