1. To conduct an in-depth analysis of the problems faced by youth with particular reference to the problem of youth unemployment. 2. To review existing Youth relating schemes and programmes implemented by different agencies with particular reference to their potential for employment generation. 3. To recommend measures to make existing youth related schemes more effective and increase their outreach and coverage. 4. To ensure coverage to entire youth population with one or the other Youth Programmes such as N.C.C., TA, N.S.S. 5. Suggest measures to identify, encourage and build-up capacity of talented youth in the North-Eastern Region. 6. To build a framework for co-ordination of youth related activities for Ministries / Depts. Of the Govt. of India / State Govts. / NGOs and Private Sectors. 7. Recommend measures for convergence of activities of all agencies -- Governmental or non-Governmental. 8. Analyse the recommendations made by Working Group on Adolescents and suggest specific intervention strategies. 9. Suggest measure for implementation of the Plan of Action of the draft National Youth Policy. 10. To make a realistic assessment of the resources which can be made available. 11. To construct and recommend an action oriented strategy and approach for Youth Development and suggest new policy measures and programmes taking into account all the above. The Report of the Commission was submitted to the Govt of India in 2004. I resigned from the Commission and joined active politics by becoming a BJP member. Presently I am an elected Member (equivalent to an MLA) in the North Cachar Hills Autonomous Council. I also served as an Executive Member (like a Minister) in North Cachar Hills Autonomous Council from January 2008 to December 2008 looking after various portfolios like Health & Family Welfare, Cultural Affairs, Sports & Youth Welfare and Market.
